Saudi Arabia’s economy has been synonymous with oil. Today, however, the Kingdom is placing another enormous wager, not on energy, but on entertainment. More specifically, video games.

From purchasing major game studios to acquiring significant stakes in some of the world’s largest gaming companies, Saudi Arabia has emerged as one of the industry’s biggest investors. To many gamers, the rapid buying spree seems sudden. In reality, it is part of a long-term national strategy.

Building an Economy Beyond Oil

Saudi Arabia’s gaming investments are tied directly to its Vision 2030 initiative, an ambitious economic blueprint designed to reduce the nation’s dependence on petroleum revenues.

Government leaders see gaming as one of the fastest-growing entertainment industries in the world. Global gaming already generates more revenue than the film and music industries combined, making it an attractive sector for long-term investment. The Kingdom’s Public Investment Fund (PIF) has identified gaming as a strategic industry capable of creating jobs, attracting international companies, and building new technology sectors.

Rather than relying solely on oil exports, Saudi Arabia wants to become a producer of digital entertainment.

Why Gaming?

Gaming checks nearly every box on Saudi Arabia’s economic wish list.

The country has a remarkably young population, with a large percentage under the age of 35. Video games are already deeply embedded in Saudi culture, making the industry a natural area for domestic growth.

Instead of simply importing games developed elsewhere, Saudi Arabia hopes to create an ecosystem where games are developed, published, marketed, and played from within the Kingdom. Vision 2030 includes goals of creating hundreds of gaming companies and tens of thousands of jobs while increasing gaming’s contribution to the national economy.

Buying Into the World’s Biggest Companies

Saudi Arabia has not limited itself to building local studios.

Through the Public Investment Fund and its subsidiary, Savvy Games Group, the Kingdom has accumulated investments in numerous international gaming companies. Over the past several years, those investments have included companies such as Nintendo, Capcom, Nexon, SNK, Scopely, ESL FACEIT Group, and Take-Two Interactive. Savvy has become the primary vehicle for consolidating many of these holdings.

Rather than starting from scratch, Saudi Arabia is purchasing expertise, intellectual property, and established businesses.

Becoming the Esports Capital

Saudi Arabia is also investing heavily in competitive gaming.

Riyadh now hosts some of the largest esports tournaments in the world, attracting elite players, sponsors, and millions of online viewers. These events are designed to position Saudi Arabia as a global destination for esports, much like Las Vegas became synonymous with prizefighting or Silicon Valley with technology startups.

Hosting tournaments brings tourism, media attention, sponsorship dollars, and international partnerships that extend well beyond gaming.

Soft Power Through Entertainment

The strategy is not purely economic.

Entertainment has become an increasingly important tool of international influence. Countries invest in sports, film, music, and cultural exports to shape how they are perceived around the world.

Saudi Arabia’s investments in gaming fit into this broader effort to expand its global cultural presence. Supporters argue these investments help modernize the country’s economy and strengthen its position in emerging industries.

Critics, however, contend that the investments are also intended to improve Saudi Arabia’s international image amid continuing scrutiny of its human rights record, a debate often described as “sportswashing” or “entertainment washing.”

Will the Strategy Work?

Money alone cannot guarantee success in the gaming business.

Video game development remains one of the riskiest entertainment industries. Even billion-dollar publishers can produce commercial failures, and consumer tastes shift rapidly.

Saudi Arabia’s challenge is moving beyond owning companies to fostering creativity, attracting world-class developers, and producing successful original games. Analysts note that building a sustainable gaming ecosystem requires talent, innovation, and long-term industry experience in addition to financial resources.

Saudi Arabia’s massive investment in gaming is about far more than selling video games.

It is a calculated attempt to reshape the Kingdom’s economy, create high-paying technology jobs, attract foreign investment, and establish itself as a global entertainment hub. Whether the strategy ultimately transforms Saudi Arabia into one of gaming’s dominant powers remains to be seen, but one thing is already clear: the Kingdom is no longer content with being a spectator in one of the world’s fastest-growing industries.
